NUMEROUS CHARGES LAID IN RECENT MOTOR VEHICLE THEFTS, COMMERCIAL BREAK AND ENTERS AND PROPERTY CRIMES
Cornwall, ON – The Cornwall Police Service, with its Criminal Investigation Division (CID) and Street Crime Unit (SCU) in partnership with the Ontario Provincial Police and Akwesasne Mohawk Police Service, has been carrying out an intensive investigation aimed at identifying those responsible for a recent surge in stolen motor vehicles, property crimes and commercial break and enters in the City of Cornwall and the surrounding area.
As a result of these efforts, several individuals were recently arrested.
Scott Robinson, 29, of Cornwall, was arrested and on May 13, 2025, charged with the following:
- 24 counts of operation while prohibited
- 20 counts of fail to comply with probation order
- Four counts of theft of motor vehicle
- Three counts of possession of property obtained by crime over $5,000
- Two counts of possession of a Schedule I substance for the purpose of trafficking
- Two counts of possession of firearm or ammunition contrary to prohibition order
- Theft under $5,000 from a motor vehicle
- Theft over $5,000
- Break and enter a place – commit indictable offence
- Break and enter a dwelling house – commit indictable offence
On May 13, 2025, police were conducting the ongoing investigation and subsequently located the man in the area of Pitt Street and Eleventh Street. He was taken into custody by members of the Cornwall Emergency Response Team (CERT) and later charged accordingly by CID.
The man, who was wanted for the above-mentioned charges, was held for a bail hearing.
In the early hours of May 10, 2025, members of the CPS, and other partnering agencies were conducting an investigation into a break and enter in progress at a property on Cornwall Centre Road.
As a result, Robert Lacelle, 41, of Chesterville, ON, was arrested and charged with the following:
- Break and enter a place with intent to commit indictable offence
- Dangerous operation
- Assault a peace officer with a weapon
- Two counts of mischief over $5,000
It is alleged on this date, the man broke into a place. As police attempted to intercept the man and his motor vehicle, he drove at a high rate of speed toward two police vehicles, making intentional and violent contact with an occupied CPS marked cruiser and two unmarked police vehicles. Fortunately, no officers were injured as a result of the incident.
The man was apprehended, taken into custody and charged accordingly.
Additionally, Katherine Bergeron, 33, of Bonville, ON, was also arrested and charged with break and enter a place with intent to commit indictable offence. The woman, who was a passenger in the motor vehicle, was taken into custody and charged accordingly.
Both individuals were held for bail hearings.
On May 9, 2025, members of the CPS, led once again by the SCU, were conducting surveillance as part of an ongoing investigation.
As a result, Ryan Fenn, 27, of Cornwall, was arrested and charged with the following:
- Four counts of fail to comply with probation order
- Three counts of possession of firearm or ammunition contrary to prohibition order
- Break and enter a place with intent to commit indictable offence
- Flight from peace officer
- Possession of a prohibited device or ammunition
- Possession of a weapon for dangerous purpose
It is alleged on this date, the man broke into a building. Police attempted a traffic stop and the man fled police. He was later located in a neighboring jurisdiction and further investigation revealed he was in possession of edged weapons. The man was taken into custody, charged accordingly and held for a bail hearing.
Additionally, Zachary Plumadore, 24, of Cornwall, was arrested on May 9, 2025, and charged with the following:
- Breach of recognizance
- Break and enter a place – commit indictable offence
- Possession of a weapon for dangerous purpose
It is alleged on this date, the man broke into a building. He was located and further investigation revealed the man was in possession of edged weapons. He was taken into custody, charged accordingly and held for a bail hearing.
CAMSAFE
A significant number of businesses have been adversely affected by the actions of these individuals and others who are associated with them. As the CPS continues to investigate such incidents, it is an opportunity for residents and business owners in the City of Cornwall to take full advantage of the new CamSafe program.
CamSafe aims to further streamline our community’s ability to partner with us. It operates as a voluntary CCTV and security video registry program, designed to collaborate between residents, businesses and the CPS in ensuring the safety and security of our community.
CamSafe is a community-based crime prevention opportunity and investigative resource that enlists the help of City of Cornwall residents. This program allows community members to voluntarily identify their residential or business video surveillance. Identified addresses will be mapped on a registry of surveillance camera locations for officers to quickly and effectively direct resources when investigating criminal offences in your neighbourhood.
