SHOPLIFTING, FAIL TO COMPLY, ASSAULT, ASSAULT WITH WEAPON, POSSESSION OF WEAPON FOR DANGEROUS PURPOSE
Cornwall, ON – Christopher Kootoo-Dupuis, 33, of Cornwall, was arrested on Oct. 25, 2024, on the strength of an outstanding warrant and charged with the following:
- Theft under $5,000
- Fail to comply with appearance notice
- Assault
- Assault with a weapon
- Possession of a weapon for dangerous purpose
It is alleged on Aug. 7, 2024, the man attended a Ninth Street West business, selected merchandise and left the store without making an attempt to pay for the items. Police were contacted and an investigation ensued. It is also alleged on Aug. 22, 2024, the man was scheduled to appear in court and failed to do so. A warrant was issued for his arrest. Furthermore, it is alleged on Sept. 14, 2024, the man assaulted a loss prevention officer at a Water Street East business and brandished an edged weapon. Police were contacted and an investigation ensued. On Oct. 25, 2024, the man was located by police and taken into custody. The warrant was executed and he was charged accordingly. The man was held for a bail hearing.
WARRANT
Cornwall, ON – Cybelle Taylor-Rawlings, 31, of Cornwall, was arrested on Oct. 25, 2024, on the strength of an outstanding warrant. It is alleged on Sept. 19, 2024, the woman was scheduled to attend court and failed to do so. A warrant was issued for her arrest. On Oct. 25, 2024, police located the woman while dealing with a separate matter. The warrant was executed and she was released to appear in court on Dec. 31, 2024.
WARRANT, FAIL TO COMPLY
Cornwall, ON – Michelle David, 38, of Cornwall, was arrested on Oct. 25, 2024, on the strength of an outstanding warrant and charged with two counts of fail to comply with probation order. It is alleged between July 16, 2024, and Oct. 1, 2024, the woman was bound by a probation order with the relevant conditions to report in person to a probation officer and to notify the court or probation officer in advance of ay change of name or address and to promptly notify the court or probation officer of any change in employment or occupation. She failed to do so and a warrant was issued for her arrest. On Oct. 25, 2024, the woman was located by police who were on general patrol. The warrant was executed and she was released to appear in court on Nov. 28, 2024.
ROBBERY WITH VIOLENCE, FRAUD
Cornwall, ON – Nancy Nasr, 48, of Cornwall, was arrested on Oct. 25, 2024, and charged with robbery with violence and fraud over $5,000. It is alleged on March 1, 2024, the woman robbed an individual known to her with violence and committed fraud by withdrawing money from his bank account. Police were contacted and an investigation ensued. On Oct. 25, 2024, the woman was located by police who were on general patrol. She was taken into custody, charged accordingly and released to appear in court on Nov. 28, 2024.
FAIL TO COMPLY
Cornwall, ON – Barbara Cleary, 75, of Cornwall, was arrested on Oct. 25, 2024, and charged with three counts of fail to comply with probation order. It is alleged on Oct. 25, 2024, the woman was bound by a probation order with the relevant conditions to keep the peace and be of good behaviour, to notify the court or probation officer in advance of any change of name or address and to live at a place approved by the probation officer. On Oct. 25, 2024, police responded to a property act complaint and an investigation ensued. It is alleged on this date, the woman attended a property she has been trespassed from. She was located, taken into custody and charged accordingly. The woman was held for a bail hearing.
WARRANT, FAIL TO COMPLY
Cornwall, ON – Ryan Whitford, 30, of Cornwall, was arrested on Oct. 25, 2024, on the strength of an outstanding warrant and charged with two counts of fail to comply with probation order. It is alleged between May 10, 2024, and Oct. 8, 2024, the man was bound by a probation order with the relevant conditions to report in person to a probation officer immediately and to report in person to a probation officer within two working days after that. He failed to do so and a warrant was issued for his arrest. On Oct. 25, 2024, the man attended police headquarters to address the matter. The warrant was executed and he was released to appear in court on Nov. 28, 2024.
ASSAULT WITH WEAPON, ASSAULT CAUSING BODILY HARM
Cornwall, ON – A 16-year-old Cornwall youth was arrested on Oct. 27, 2024, and charged with assault with a weapon and assault causing bodily harm. It is alleged on Oct. 27, 2024, the youth threw an object at her mother, injuring her. Police were contacted and an investigation ensued. The youth was located, taken into custody and charged accordingly. She was released to appear in court at a later date. Her name was not released as per the provisions of the Youth Criminal Justice Act.

There were 147 calls for service in the City of Cornwall over the weekend (8 a.m. Friday to 8 a.m. today). CPS reserves the right to not post all calls for service in order to protect the identity of the victims.
