THREE INDIVIDUALS FACE NUMEROUS CHARGES FOR ALLEGEDLY TORTURING MAN
Cornwall, ON – On March 13, 2026, members of the Cornwall Police Service responded to a police information call, and an investigation ensued.
Police subsequently located a male victim who had been allegedly held against his will and tortured in the basement of a residence. He was transported to hospital with serious injuries.
As a result of the investigation, three individuals were taken into custody.
A 34-year-old man from Cornwall was arrested and charged with the following:
- Fail to comply with release order
- Imitation firearm – use while committing offence
- Firearm – use while committing offence
- Possession of a weapon for dangerous purpose
- Forcible confinement
- Aggravated assault
- Assault with a weapon
The man was also bound by a release order with the relevant condition to not possess any weapons.
A 48-year-old man from Cornwall was arrested and charged with the following:
- Imitation firearm – use while committing offence
- Firearm – use while committing offence
- Possession of a weapon for dangerous purpose
- Forcible confinement
- Aggravated assault
- Assault with a weapon
A 35-year-old man from Cornwall was arrested and charged with the following:
- Two counts of fail to comply with probation order
- Imitation firearm – use while committing offence
- Firearm – use while committing offence
- Possession of a weapon for dangerous purpose
- Possession of a firearm or ammunition contrary to prohibition order
- Forcible confinement
- Aggravated assault
- Assault with a weapon
The man was also bound by a probation order with the relevant conditions to keep the peace and be of good behaviour and to not possess any weapons.
All three individuals were held for bail hearings.
The investigation remains ongoing.
SEXUAL ASSAULT
Cornwall, ON – A 21-year-old man from Cornwall was arrested on March 13, 2026, and charged with sexual assault. It is alleged on Oct. 1, 2025, the man sexually assaulted an individual known to him. Police were contacted and an investigation ensued. As a result, police developed reasonable and probable grounds for his arrest. On March 13, 2026, the man attended police headquarters to address the matter. He was taken into custody by a member of the Criminal Investigation Division. The man was charged accordingly and later released to appear in court on April 21, 2026.
ASSAULT CAUSING BODILY HARM, ASSAULT WITH WEAPON
Cornwall, ON – A 27-year-old man from Cornwall was arrested on March 13, 2026, on the strength of an outstanding warrant. It is alleged on Sept. 25, 2025, the man assaulted an individual which resulted in injuries and assaulted the individual with a bottle. Police were contacted and an investigation ensued. As a result, a warrant was issued for his arrest on the charges of assault causing bodily harm and assault with a weapon. On March 13, 2026, police responded to a suspicious person complaint, and an investigation ensued. The man was located by members of the CPS. The warrant was executed and he was held for a bail hearing.
DOMESTIC ASSAULT
Cornwall, ON – A 41-year-old man from Cornwall was arrested on March 14, 2026, and charged with domestic assault. On March 14, 2026, members of the CPS were dispatched to an intimate partner violence call, and an investigation ensued. It is alleged on this date, the man assaulted his spouse. He was located by police and taken into custody. The man was charged accordingly and later released to appear in court on March 31, 2026.
MISCHIEF
Cornwall, ON – A 34-year-old man from Cornwall was arrested on March 14, 2026, and charged with mischief under $5,000. On March 14, 2026, CPS officers responded to a mischief complaint at a Pitt Street bank, and an investigation ensued. It is alleged on this date, the man damaged property at the bank. He was located by police, taken into custody and charged accordingly. The man was held for a bail hearing.
FAIL TO COMPLY, SHOPLIFTING
Cornwall, ON – A 33-year-old woman from Cornwall was arrested on March 14, 2026, and charged with 20 counts of fail to comply with probation order and 10 counts of theft under $5,000 – shoplifting.
It is alleged on nine separate occasions from Jan. 2, 2026, to Jan. 29, 2026, and again on March 4, 2026, the woman was bound by a probation order with the relevant conditions to keep the peace and be of good behaviour and to not attend a specific business in the City of Cornwall. It is further alleged on all 10 occasions, the woman attended the business she was prohibited from visiting, selected merchandise and left the store without making an attempt to pay for the items.
Police were contacted and an investigation ensued. As a result, reasonable and probable grounds were developed for her arrest.
On March 14, 2026, a CPS officer was dealing with the accused on an unrelated matter. The woman was taken into custody, charged accordingly and held for a bail hearing.
FAIL TO ATTEND
Cornwall, ON – A 30-year-old woman from Cornwall was arrested on March 14, 2026, on the strength of an outstanding warrant. It is alleged on Jan. 29, 2026, the woman was scheduled to attend court and failed to do so. A warrant was issued for her arrest on the charge of fail to attend for court – as per undertaking. On March 14, 2026, members of the CPS responded to a shoplifting complaint, and an investigation ensued. The woman was subsequently located by police. The warrant was executed and she was held for a bail hearing.
IMPAIRED, OVER 80
Cornwall, ON – A 32-year-old man from Casselman, ON, was arrested on March 15, 2026, and charged with operation while impaired – alcohol and drugs and operation while impaired – blood alcohol concentration (80 plus). On the afternoon of March 15, 2026, members of the CPS were conducting a Reduce Impaired Driving Everywhere (RIDE) program in the area of Brookdale Avenue. It is alleged on this date, the man was operating a motor vehicle while under the influence of alcohol. He was taken into custody, charged accordingly and later released to appear in court on April 7, 2026.
FAIL TO COMPLY
Cornwall, ON – A 29-year-old woman from Cornwall was arrested on March 15, 2026, and charged with eight counts of fail to comply with probation order. On March 14, 2026, CPS officers responded to an intimate parter violence complaint, and an investigation ensued. It is alleged on this date the woman was bound by a probation order with the relevant condition to keep the peace and be of good behaviour as well as a second probation order with the relevant conditions to keep the peace and be of good behaviour, to not be within 100 metres of where her boyfriend lives, works, frequents or any place she knows him to be and to not contact or communicate with the man. It is alleged on this date, the woman was in contact with her boyfriend. As a result, police developed reasonable and probable grounds for her arrest. On March 15, 2026, the woman was located by CPS officers. It is further alleged she was in the presence of her boyfriend and therefore once again bound by the aforementioned probation orders. The woman was taken into custody, charged accordingly and held for a bail hearing.
FAIL TO COMPLY
Cornwall, ON – A 50-year-old man from Cornwall was arrested on March 15, 2026, on the strength of an outstanding warrant and additionally charged with three counts of fail to comply with release order. It is alleged on Feb. 4, 2026, the man was bound by a release order with the relevant condition to not contact or communicate with his girlfriend. It is further alleged the man was in communication with his girlfriend. Police were contacted and an investigation ensued. As a result, a warrant was issued for his arrest on the charge of fail to comply with release order. It is further alleged on March 14, 2026, the man was bound by a release order with the relevant conditions to not contact or communicate with his girlfriend and to not be within 50 metres of any place she is known to be. It is further alleged the man was in contact with his girlfriend. On March 15, 2026, police located the man, who was in the presence of his girlfriend. It is alleged he was once again bound by a release order with the relevant condition to not contact or communicate with his girlfriend. The warrant was executed, he was charged accordingly and held for a bail hearing.
FAIL TO COMPLY
Cornwall, ON – A 49-year-old man from Cornwall was arrested on March 15, 2026, and charged with two counts of fail to comply with probation order and one count of fail to comply with release order. It is alleged on March 12, 2026, the man was bound by two separate probation orders, each with the relevant condition to keep the peace and be of good behaviour. He was also bound by a release order with the relevant condition to report to the bail supervision program. He failed to do so, and as a result, police developed reasonable and probable grounds for his arrest. On March 15, 2026, CPS officers were dispatched to an unwanted person complaint, and an investigation ensued. The man was located, taken into custody and charged accordingly. He was held for a bail hearing.
CALLS FOR SERVICE: There were 140 calls for service in the City of Cornwall over the weekend (8 a.m. Friday to 8 a.m. today).
