POSSESSION OF INCENDIARY MATERIAL

Cornwall, ON – Carmela Licursi, 43, of Glen Robertson, ON, was arrested on June 28, 2024, and charged with possession of incendiary material. On June 28, 2024, police responded to a suspicious person complaint and an investigation ensued. The investigation revealed the woman was allegedly testing a Molotov cocktail in an attempt to commit a criminal offence. She was located, taken into custody and charged accordingly. The woman was released to appear in court on Aug. 8, 2024.

FAIL TO COMPLY, SHOPLIFTING

Cornwall, ON – Harlen Edwards, 43, of Cornwall, was arrested on June 28, 2024, and charged with fail to comply with release order. It is alleged on May 24, 2024, the man was bound by a release order with the relevant condition to report to the bail supervision program. It is also alleged on this date, the man failed to report to the bail supervision program. Police were contacted and an investigation ensued. Furthermore, it is alleged on June 28, 2024, the man attended a Ninth Street West business, selected merchandise and left the store without making an attempt to pay for the items. Police were contacted and an investigation ensued. The man was located, taken into custody and charged accordingly. He was held for a bail hearing.

WARRANT

Cornwall, ON – Katlen Moore, 32, of Cornwall, was arrested on June 28, 2024, on the strength of an outstanding warrant. It is alleged on March 15, 2024, the woman was scheduled to appear in court and failed to do so. A warrant was issued for her arrest. On June 28, 2024, the woman was located by police. The warrant was executed and she was held for a bail hearing.  

FAIL TO COMPLY, OPERATION WHILE PROHIBITED

Cornwall, ON – Shane Bertrand, 46, of Cornwall, was arrested on June 29, 2024, and charged with fail to comply with probation order and two counts of operation while prohibited. It is alleged on June 29, 2024, the man was bound by a probation order with the relevant condition to keep the peace and be of good behaviour. It is also alleged on this date, the man was observed by police to be operating his motor vehicle. An investigation ensued. He was taken into custody, charged accordingly and held for a bail hearing.

AGGRAVATED ASSAULT, POSSESSION OF A WEAPON FOR DANGEROUS PURPOSE

Cornwall, ON – Bobbie Sylvester, 43, of Embrun, ON, was arrested on June 29, 2024, and charged with aggravated assault and possession of a weapon for dangerous purpose. It is alleged on June 25, 2024, the woman stabbed an individual known to her. Police were contacted and an investigation ensued. On June 29, 2024, the woman was located by police. She was taken into custody, charged accordingly and held for a bail hearing.

FAIL TO COMPLY, FAILURE TO STOP AFTER ACCIDENT, THEFT OF MOTOR VEHICLE

Cornwall, ON – Ryan Royer, 31, of Cornwall, was arrested on June 29, 2024, and charged with the following:

  • Fail to comply with probation order
  • Failure to stop after accident
  • Theft of motor vehicle

It is alleged on May 31, 2024, the man was bound by a probation order with the relevant condition to keep the peace and be of good behaviour. It is also alleged on this date, the man was involved in a motor vehicle collision and fled the scene. Police were contacted and an investigation ensued. The investigation also revealed the man stole the vehicle which was involved in the accident. On June 29, 2024, while dealing with a separate matter, police located the man. He was taken into custody, charged accordingly and released to appear in court on July 30, 2024.

DOMESTIC ASSAULT, MISCHIEF

Cornwall, ON – A 21-year-old Athens, ON, man was arrested on June 29, 2024, and charged with domestic assault and mischief under $5,000. It is alleged on June 29, 2024, the man assaulted his girlfriend and damaged her property. Police were contacted and an investigation ensued. The man was located, taken into custody, charged accordingly and released to appear in court on July 16, 2024. His name was not released to protect the identity of the victim.

Cornwall, ON – Oliver McTaggart, 40, of Cornwall, was arrested on June 29, 2024, and charged with possession of incendiary material and careless use of firearm, weapon, prohibited device or ammunition. On June 28, 2024, police responded to a suspicious person complaint and an investigation ensued. The investigation revealed the man was allegedly testing a Molotov cocktail in an attempt to commit a criminal offence. On June 29, 2024, the man was located by police. Further investigation revealed the man was allegedly in possession of ammunition. He was taken into custody and charged accordingly. The man was released to appear in court on Aug. 8, 2024.

SHOPLIFTING

Cornwall, ON – Isaura Skibinsky, 45, of Cornwall, was arrested on June 29, 2024, and charged with theft under $5,000. It is alleged on June 29, 2024, the woman attended a Ninth Street East business, selected merchandise and left the store without making an attempt to pay for the items. Police were contacted and an investigation ensued. The woman was located, taken into custody and charged accordingly. She was released to appear in court on July 30, 2024.

ASSAULT

Cornwall, ON – Christopher Fontaine, 55, of Cornwall, was arrested on June 30, 2024, and charged with assault. It is alleged on June 30, 2024, the man assaulted an individual known to him. Police were contacted and an investigation ensued. The man was located, taken into custody and charged accordingly. He was released to appear in court on Aug. 8, 2024.

MISCHIEF, UTTERING THREATS

Cornwall, ON – A 32-year-old St. Catharines, ON, woman was arrested on June 30, 2024, and charged with mischief under $5,000 and uttering threats to cause death or bodily harm. It is alleged on June 30, 2024, the woman damaged her mother’s property and also uttered threats. Police were contacted and an investigation ensued. The woman was located, taken into custody, charged accordingly and released to appear in court on Aug. 13, 2024. Her name was not released to protect the identity of the victim.

FAIL TO COMPLY, DOMESTIC ASSAULT, OPERATION WHILE PROHIBITED

Cornwall, ON – A 31-year-old Cornwall man was arrested on June 30, 2024, and charged with the following:

  • Two counts of fail to comply with probation order
  • Domestic assault
  • Operation while prohibited

It is alleged on June 30, 2024, the man was bound by two separate probation orders with the relevant condition to keep the peace and be of good behaviour. It is also alleged on this date, the man assaulted his spouse. Police were contacted and an investigation ensued. The investigation also revealed the man allegedly operated a motor vehicle while prohibited to do so. Later, on June 30, 2024, the man attended police headquarters to address the matter. He was taken into custody, charged accordingly and released to appear in court on July 23, 2024. The man’s name was not released to protect the identity of the victim.

WARRANT, FAIL TO COMPLY, OPERATION WHILE PROHIBITED

Cornwall, ON – A 49-year-old Cornwall man was arrested on June 30, 2024, on the strength of an outstanding warrant, and charged with the following:

  • 25 counts of fail to comply with release order
  • Six counts of fail to comply with probation order
  • Operation while prohibited

It is alleged on April 25, 2024, the man was bound by a release order with the relevant condition to not communicate with his wife. It is also alleged on this date, the man was bound by a separate release order with the relevant conditions to not be within a 200-metre radius of his wife’s home or workplace and to not go to any place where she may live, regardless of the address. Furthermore, it is alleged on this date, an off-duty police officer observed the man driving a motor vehicle with his wife as a passenger in the automobile. An investigation ensued, and a warrant was issued for the man’s arrest.

It is also alleged on June 9, 2024, the man was bound by a release order with the relevant conditions to reside at a specific address, to not change his address without the prior authority of the court, to not be within a 200-metre radius of the home, workplace or the place of study of his wife and specific relatives, to not go to any place where his wife and specific relatives may live, regardless of the address, to not communicate with his wife and specific relatives and to not be in the physical presence of his wife and specific relatives. It is also alleged on this date, the man was bound by a separate release order with the relevant conditions to reside at a specific address, to notify the officer in charge or designate at the CPS of any change of address and to not contact his wife. Furthermore, it is alleged on this date, the man was bound by a probation order with the relevant conditions to keep the peace and be of good behaviour and to not be within 100 metres of any place his wife may live, work or frequent. On June 9, 2024, police responded to a disturbance call and an investigation ensued. The investigation revealed the man had been at his wife’s home and was allegedly residing there.

Finally, it is alleged on June 21, 2024, the man was bound by a release order with the relevant conditions to reside at a specific address, to not change his address without the prior authority of the court, to not be within a 200-metre radius of the home, workplace and the place of study of his wife and specific relatives, to not go to any place where his wife and specific relatives may live, regardless of the address, to not communicate with his wife and specific relatives and to not be in the physical presence of his wife and specific relatives. It is also alleged on this date, the man was bound by a separate release order with the relevant conditions to reside at a specific address, to notify the officer in charge or designate at the CPS of any change of address and to not contact his wife. Furthermore, it is alleged on this date, the man was bound by a probation order with the relevant conditions to keep the peace and be of good behaviour and to not be within 100 metres of any place his wife may live, work or frequent. On June 9, 2024, police responded to the residence for an unrelated matter and an investigation ensued. The investigation once again revealed the man had been at his wife’s home and was allegedly residing there.

On June 30, 2024, members of the Ottawa Police Service took the man into custody, and he was subsequently turned over to the CPS. The warrant was executed, the man was charged accordingly and held for a bail hearing. His name was not released to protect the identity of the victim.

FAIL TO COMPLY, MISCHIEF

Cornwall, ON – Isabelle Masson-Billard, 25, of Cornwall, was arrested on June 30, 2024, and charged with fail to comply with probation order and mischief under $5,000. It is alleged on June 30, 2024, the woman was bound by a probation order with the relevant condition to keep the peace and be of good behaviour. It is also alleged on this date, the woman damaged property at a residence. Police were contacted and an investigation ensued. She was located, taken into custody and charged accordingly. The woman was released to appear in court on Aug. 8, 2024.

FAIL TO COMPLY

Cornwall, ON – A 20-year-old Cornwall man was arrested on June 30, 2024, and charged with fail to comply with undertaking. It is alleged on June 30, 2024, the man was bound by an undertaking with the relevant condition to not enter the area within 100 metres of his girlfriend. On June 30, 2024, police responded to a disturb the peace call and an investigation ensued. The investigation revealed the man was within 100 metres of his girlfriend. He was taken into custody, charged accordingly and held for a bail hearing. The man’s name was not released to protect the identity of the victim.
