FAIL TO COMPLY, CRIMINAL HARASSMENT

Cornwall, ON – A 17-year-old Cornwall youth was arrested on Feb. 12, 2025, and charged with two counts of fail to comply with undertaking and one count of criminal harassment – repeatedly communicate. It is alleged from Feb. 9, 2025, to Feb. 12, 2025, the youth was bound by an undertaking with the relevant condition to not communicate, directly or indirectly, with his ex-girlfriend. It is also alleged during this timeframe, the youth harassed his ex-girlfriend, calling her numerous times. Furthermore, it is alleged, the youth attempted to communicate with his ex-girlfriend via other individuals. Police were contacted and an investigation ensued. On Feb. 12, 2025, the youth was located by police. He was taken into custody, charged accordingly and held for a bail hearing. His name was not released as per the provisions of the Youth Criminal Justice Act.  

WARRANT

Cornwall, ON – Jean Pierre Masse, 45, of Cornwall, was arrested on Feb. 12, 2025, on the strength of an outstanding warrant. It is alleged on Dec. 10, 2025, the man was scheduled to attend court and failed to do so. A warrant was issued for his arrest. On Feb. 12, 2025, he attended police headquarters to address the matter. The warrant was executed and the man was held for a bail hearing.

WARRANT

Cornwall, ON – Corby Jock, 38, of Hogansburg, NY, was arrested on Feb. 12, 2025, on the strength of an outstanding warrant. It is alleged on Feb. 12, 2025, the man was scheduled to attend court and failed to do so. A warrant was issued for his arrest. The man was later located at the courthouse by members of the CPS. The warrant was executed and he was held for a bail hearing.

FAIL TO COMPLY

Cornwall, ON – Michel Lecompte, 67, of Cornwall, was arrested on Feb. 12, 2025, and charged with fail to comply with release order. It is alleged on Feb. 7, 2025, the man was bound by a release order with the relevant condition to report to the CPS. It is also alleged on Feb. 7, 2025, he failed to report to police headquarters. On Feb. 12, 2025, police responded to an unwanted person complaint and an investigation ensued. The man was located, taken into custody and charged accordingly. He was released to appear in court on March 20, 2025.

FAIL TO COMPLY, SHOPLIFTING, BREAK AND ENTER

Cornwall, ON – Kyle Delorme, 32, of Cornwall, was arrested on Feb. 12, 2025, and charged with the following:

  • Two counts of fail to comply with probation order
  • Theft under $5,000 – shoplifting
  • Break and enter a dwelling house with intent to commit indictable offence

It is alleged on Feb. 7, 2025, the man was bound by a probation order with the relevant condition to keep the peace and be of good behaviour. It is also alleged on this date, the man attended a Second Street East business, selected merchandise and left the store without making an attempt to pay for the item. Police were contacted and an investigation ensued. Furthermore, it is alleged on Feb. 12, 2025, the man was once again bound by a probation order with the relevant condition to keep the peace and be of good behaviour. It is alleged on this date, the man broke into a residence. Police were contacted and an investigation ensued. The man was located by a member of the CPS. He was taken into custody, charged accordingly and held for a bail hearing.

There were 58 calls for service in the City of Cornwall over the last 24 hours (8 a.m. yesterday to 8 a.m. today). The CPS reserves the right to not post all calls for service in order to protect the identity of the victims.
