CPS RETIREMENT & APPRECIATION EVENING
Cornwall, ON – On the evening of Thursday, May 21, 2026, the Cornwall Police Service (CPS), Cornwall Police Association (CPA) and Senior Officers’ Association (SOA) held its annual Retirement & Appreciation Evening at the DEV Hotel & Conference Centre.
City of Cornwall Mayor Justin Towndale, MP Eric Duncan and CPS Board Chair Amanda Brisson were in attendance for the event.
Ms Diane Fortin, Cst. Andrew Arbic, Cst. Sherri Camerson and Ms Helene Parthenais were recognized in celebration of their retirement.
Ms Fortin joined the CPS in 2008 as a Communications Dispatcher and became Supervisor of the Communications Bureau in 2009, a role she held until her retirement on Dec. 30, 2025. Ms Fortin is known for her steady leadership and strong advocacy on behalf of Communications members.
Cst. Andrew Arbic began his career with the CPS in 1999 as a constable in Community Patrol. He transferred to Crime Reduction & Community Partnerships (CRCP) in 2005 and served within the Criminal Investigation Division (CID) during his career. In 2011, he returned to CRCP, remaining there until 2022 when he rejoined Community Patrol, where he served until his retirement. Cst. Arbic retired from the Service on Dec. 31, 2025. Throughout his career, he developed strong relationships with youth and worked closely with a wide range of community partners.
Cst. Cameron joined the CPS in 1995 as a Community Patrol constable, later transferring to CID in 1999 and CRCP in 2005. In 2010, she moved to the Sexual Assault and Child Abuse (SACA) Unit before returning to CRCP in 2018, where she spearheaded the Vulnerable Sector Mobile Acute Response Team (VSMART). She retired from the Service on Jan. 31, 2026. Throughout her career, Cst. Cameron built strong community partnerships and was widely recognized for her dedicated victim advocacy, particularly for those in the vulnerable sector.
Ms Parthenais joined the CPS in 2008 as a Data Input Clerk in the Records Bureau. Throughout her career, she also served as a coach officer, mentoring and supporting new employees as they entered the Service. She retired from the Service on Feb. 28, 2026, after 18 years of dedicated service to the community. Ms Parthenais is recognized for her strong work ethic and her commitment to guiding and supporting new staff..
CHIEF SPOWART HONOURED
Chief Spowart was presented with a CPS Long Service Award recognizing 30 years of dedicated service. Throughout her career, she has served in Community Patrol, CID and Executive Services, rising through the ranks to Sergeant in 2007, Staff Sergeant in 2013, Inspector in 2014, Deputy Chief in 2018 and Chief in 2021.
She was also recently honoured with the Ontario Women in Law Enforcement (OWLE) Heritage Award, recognizing her leadership, mentorship and contributions to advancing women in policing. In addition, Chief Spowart received the Police Exemplary Service Medal, 30-year first bar, awarded for exemplary service characterized by good conduct, industry and efficiency.
PEER APPRECIATION AWARDS
The 3rd annual Peer-to-Peer Appreciation awards were presented.
The Difference Maker Award and the Leadership Award were selected based on nominations and voting by CPS employees. These awards provided employees the opportunity to show their appreciation for colleagues’ dedication, leadership and making a difference each day at the CPS.
Cst. Raheem Aman was the recipient of the Difference Maker Award for 2025.
Cst. Aman consistently goes above and beyond his regular duties, demonstrating strong leadership, positivity and commitment within the CPS and the broader community.
He is known for his upbeat attitude and supportive approach, fostering a positive workplace culture where colleagues feel valued and encouraged. His willingness to assist others and lead by example makes him a key source of positivity within the CPS.
In the community, Cst. Aman actively mentors youth and supports initiatives that promote engagement, growth and positive relationships with policing. His contributions have had a meaningful and lasting impact.
Cst. Aman’s dedication and influence reflect the spirit of the Difference Maker Award, making him a valued representative of the CPS both professionally and personally.
Also nominated for the award were Cst. Pat Huygen, D/Cst. Justin Lafleur, Sp/Cst. Tasha Mallette and Sp/Cst. Meg Sommerville.
Sgt. Matthew Lemire was the recipient of the Leadership Award for 2025.
Sgt. Lemire’s leadership in the Court Bureau has been highly effective, bringing the team together into a cohesive, collaborative unit built on trust and shared purpose. He consistently leads with positivity, calmness and a strong example.
He is always willing to step in and support his team, whether in daily operations or broader organizational initiatives, helping to strengthen morale and reinforce a culture of teamwork and optimism. Colleagues rely on him for encouragement, guidance and practical assistance.
As a communicator, Sgt. Lemire is inclusive and intentional, ensuring the right voices are involved in decision-making to support informed and sustainable outcomes.
As Court Supervisor, he represents the CPS with professionalism and integrity in all interactions with the public, the Crown’s Office, and the Ministry of the Attorney General. His leadership and steady influence make him a strong and deserving recipient of this peer award.
Also nominated for the award were S/Sgt. Scott Bonneville and Cst. Rod Degray.
