CPS introduces new mascot, Cst. Joy!

CPS INTRODUCES NEW MASCOT, CST. JOY

CORNWALL, ON – The Cornwall Police Service (CPS) is proud to introduce our newest team member and mascot – Cst. Joy!

Inspired by the incredible legacy of our beloved police facility dog, Joy, the mascot was created to honour her years of dedicated service as she nears retirement. This heartwarming initiative was sparked by the creativity and passion of our 2024 Youth in Policing Initiative (YIPI) summer students, who recognized the powerful impact Joy has had on our community.

Cst. Joy was officially unveiled during our Open House, held on Wednesday, May 14, 2025, as part of National Police Week celebrations. With her cheerful presence and recognizable features, Cst. Joy will continue to share Joy’s legacy of compassion by engaging with residents of all ages at various community events.

“Cst. Joy represents the spirit of service, approachability and care that our facility dog brought to our members and community every day,” said Chief Shawna Spowart. “We’re thrilled to see her legacy carried forward in a new and meaningful way.”

The new mascot will help enhance community engagement and strengthen the CPS’ presence throughout the City of Cornwall. Cst. Joy is ready to bring smiles, foster connection and proudly represent the CPS as a symbol of trust and kindness.

Attendees at the Open House were thrilled by the impressive unveiling. Two members of the Cornwall Emergency Response Team (CERT) rappelled down the four-story building that houses CPS headquarters at 340 Pitt Street. Following the demonstration, the CPS Armored Rescue Vehicle made a slow entrance, and Cst. Joy emerged to the crowd’s delight.

A lively dance party ensued after several mascots – including Sparky from Cornwall Fire Services – gave Cst. Joy a warm welcome to town.

Community members of all ages had the chance to connect with CPS personnel from various specialty units, including Dispatch, CERT, Traffic, Criminal Investigation Division, Community Patrol, and Crime Prevention.

Local partners were also on hand for the Open House, including Cornwall SD&G Paramedic Services, Cornwall Fire Service, Ontario Provincial Police, Royal Canadian Mounted Police, Akwesasne Mohawk Police Service, Canada Border Services Agency, Canadian National Police Service, Via Rail Police Service as well as the Ministry of Transportation and the Ministry of Natural Resources.

The Optimist Club of Cornwall was also present, offering a free BBQ to everyone in attendance.
