COMMUNITY SAFETY OFFICERS PROUDLY SERVING CITY OF CORNWALL
Cornwall, ON – The Cornwall Police Service has implemented an innovative strategy to lighten the workload of its frontline officers.
Four Community Safety Officers (CSOs), comprising of Special Constables, were deployed in January – with Sp/Cst. Danai Delorme, Sp/Cst. Cory Barnes, Sp/Cst. Shelby Beckstead and Sp/Cst. Tasha Mallette proudly serving the City of Cornwall.
CSOs assist frontline officers in the performance of their police duties. They supplement and assist police Constables in preserving the peace, preparing reports, collecting statements and engaging the public.
CSOs also ensure the transportation, custody, administration and care of prisoners, including crisis intervention while in the custody of the CPS.
“A key aspect of the plan to relieve frontline officers and reduce wait times for service calls is the new CSO program,” said Chief of Police Shawna Spowart. “This initiative modernizes the role of Special Constables, deploying them in ways that support our frontline officers by handling tasks that would typically keep them occupied for hours.”
Sp/Cst. Delorme was officially sworn in at the Cornwall Courthouse on Aug. 28, 2024, while Sp/Cst. Mallette, Sp/Cst. Barnes and Sp/Cst. Beckstead were sworn in on Dec. 2, 2024.
“Special Constables are peace officers with similar powers as police officers,” said S/Sgt. Rob Archambault, who oversees the CSOs at the CPS. “While police are armed with firearms and tasers, Special Constables are armed with batons and pepper spray.”
The CSOs have been deployed in a variety of ways, from guarding crime scenes and bolstering the foot patrol unit to conducting proactive policing activities and administrative duties, according to S/Sgt. Archambault.
“Our CSOs are an integral part of enhancing our visibility and presence in our community,” he said. “Residents can expect to see them out on foot and bike patrols this summer, engaging directly with the community to build stronger connections and ensure a safer environment for everyone.”
